In a large bowl, mix together the ground beef, eggs, breadcrumbs, onion, garlic, Worcestershire sauce, 1/3 cup of the ketchup, parsley, salt, and pepper with your hands until evenly combined. Place the mixture in a disposable loaf pan or shape it into a loaf using aluminum foil.

Layer the chopped potatoes evenly at the bottom of the Instant Pot. Pour chicken broth or water over the potatoes. Place the wire rack provided with the Instant Pot on top of the potatoes, then set the meatloaf on the wire rack.

Close the Instant Pot lid, ensure the steam release valve is set to sealed, and set to manual mode on high pressure for 25 minutes. Once cooking is complete, perform a quick release of the pressure.

Using the wire rack handles, remove the meatloaf from the Instant Pot and drain off any excess liquid. Brush the top of the meatloaf with the remaining ketchup. If desired, place the meatloaf under a preheated oven broiler for 3 minutes to caramelize the topping.

Add heavy cream or half-and-half, sour cream, butter, and salt and pepper to the potatoes in the Instant Pot. Mash the mixture until smooth and creamy.

Slice the meatloaf and serve alongside the creamy mashed potatoes. Enjoy!
