In a big mixing bowl, toss in powdered sugar, meringue powder, and 9 tablespoons of water.

On high speed, use a hand mixer or a stand mixer with the whisk to combine the icing. Mix for 1.5 to 2 minutes. Lift the whisk—if the icing drips and smooths out within 5-10 seconds, it’s ready.

Need it thinner? Add more water, one tablespoon at a time, and mix. Too runny? Sift in extra powdered sugar or keep mixing to add air.

Spread onto cookies. When thinly applied, it’ll harden fully in about 2 hours if left at room temperature.
