                Preheat oven to 350˚F (175˚C). Grease a 2-quart baking dish.

                Brown ground beef in a large skillet over medium heat. Remove from pan and set aside.

                In the same skillet, sauté potatoes, celery, carrots, green bell peppers, and onions in butter over medium heat for 5 minutes.

                Add water to the skillet with the vegetables, cover, and let simmer for 10 minutes.

                In a large bowl, combine the cooked beef, cream of mushroom soup, and sautéed vegetables.

                Line the bottom of the greased casserole dish with half of the chow mein noodles. Spoon the beef and vegetable mixture on top of the noodles.

                Cover the casserole dish and bake in the preheated oven for 20 minutes.

                Sprinkle shredded cheddar cheese and the remaining chow mein noodles over the casserole, and bake uncovered for an additional 10-12 minutes.
